Intra-State E-Way Bills made mandatory for SIX more States

E-way bills are touted as an anti-evasion measure, which would help boost tax collections by clamping down on a trade that currently happens on the cash basis. The e way bill provision of the goods and services tax (GST) was first introduced and GST Council decides to mandate, e-Way Bill system for all inter-State movement of goods has been rolled out from 1st April 2018. As on 15th April 2018, e Way Bill system for intra-State movement of products has been rolled out in the States of Andhra Pradesh, Gujarat, Karnataka, Kerala, Telangana and Uttar Pradesh. The e-way bill will by June become a regular occurrence for most movements of goods within India. Unlike a GST compliant invoice which must be issued when there is a supply; an e-way bill is released before the movement of the products. When that is considered the number of e-way bills is significant, and the threshold for issuance is a value higher than 50,000 and a movement greater than 10 km. Initially on 1 April 2018, the e-way bill was only to be issued for inter-state movement and intra-state movement in Karnataka but by 1 June 2018 it will be for all movements inter-state and intra-state except for five locations: Andaman and Nicobar, Chandigarh, Dadra and Nagar Haveli, Daman and Diu and Lakshadweep. E way bill is a document required to be carried by a person in charge of the conveyance carrying any consignment of goods of value exceeding fifty thousand rupees mandated by the government in terms of section 68 of the GST Act read with rule 138 of the rules framed there under. What is an E-Way Bill, how to generate an E-Way Bill ? What is an E -Way Bill? An E- Way Bill is an electronically generated document with a unique number allotted to a specific shipment from a vendor whose shipment value is more than 50,000 INR. Consolidated e way bill is one of the biggest advantages of e way bill implementation. Earlier, transportation & logistic trucks/vehicles used to carry invoices for different products with different way bills. Instead of carrying separate document for each consignment the process is enhanced by introducing consolidate e way bill. Government intends to improve the verification efficiency while simultaneously tightening the shipment compliance. Under the e way bill law, user can actually generate a single document for multiple invoices/ shipments in the form of consolidated e way bill. Each consignment will receive a separate EBN (e-way bill Number) which is a unique identifier for a particular consignment. Technological Challenges of E-Way Bill

With multiple implementation and operational challenges, GST Council has decided to postpone the e-way bill implementation date probably to last week of February. The execution dates initially thought were June 2018 for interstate goods movement & February 2018 for intrastate goods movement. With the acceptance of 15+ states, e way bill was initially rolled out across India but suffered major technical setbacks. The e-way bill portal and offline utility is open for trial until further notice for both inter and intrastate movement of goods. So far there is no clear communication about the effective date and it is expected that the new date of launch will be announced in the next couple of weeks. Users of more than 17 states accessing and trying to generate several e way bills at the same time led to technical glitches as the servers couldn’t accommodate the transaction volume.
